Proactive or Reactive? Well I road with East Liverpool's finest last night, no not in a taxi, but the East Liverpool's Police Department. First let me say I may have asked what they do and many say they never respond to their calls. I can say to myself and to others do not believe that. WE HAVE THE BEST POLICE FORCE AROUND. They are ALL FULL TIME, none of this part-time crap. I put in a 8 shift on Friday and let me tell you it was interesting. The police force was professional and caring when it came to there job and to the citizens they stopped, arrested, helped or gave citations to. They worked together, the one thing that caught my eye, is they kept check the drug areas and the houses they deal out of. I thought why not bust them if you know where they are! The answer; the drug problem is everywhere. The police has not hired anyone in years and with vacations coming up, it is going to cause a HUGE PROBLEM FOR THE CHIEF. The police watch these houses and when a car drives away from a know drug house they stop them. I think that helps because if the police stops that car it means the people know the house is being watched. So my story may not change anyones mind about our police force, but my mind is changed. I will tell you that if we do not hire more officers, don't complain about the police force because we will have an REACTIVE FORCE until you hire more officers to make it a PROACTIVE FORCE
I do want to thank the guys I road with last night, you know who you are and the guys that worked that shift and all future shifts keep up the good work and BE SAFE OUT THERE atleast one person knows what you do!!!

LET ME FIRST SAY THAT I AGREE THAT WE HAVE A GREAT POLICE FORCE. OUR AREA RESIDENTS HAVE NO IDEA WHAT OUR POLICE DEAL WITH ON A Daily BASIS. I KNOW FROM FIRST HAND WHAT TYPE OF JOB THESE GUYS DO. EAST LIVERPOOL HAS A HUGE DRUG PROBLEM WHICH EVERYONE SHOULD AGREE. THE MAIN PROBLEM IS THAT THE POLICE ARE SO SHORT HANDED WORKING 1 TO 2 PATROLMAN AND 1 SUPERVISOR PER SHIFT. SOME PEOPLE MAY SAY THAT IS PLENTY OF MAN POWER, BUT THATS NOT TRUE. WHEN THE POLICE ARREST JUST 1 PERSON IT TAKES AT LEAST 1 PATROLMAN OFF THE STREETS FOR AT LEAST 2 HRS. (IF THERE IS SOMEONE OFF SICK OR VACATION THAT JUST MAKES THE SHIFT THAT MUCH MORE SHORT). THERE IS THE BOOKING PROCESS SUCH AS: FINGER PRINTING AND PHOTOGRAPHING, PAPER WORK SUCH AS: CHARGES, Commitment TO THE COUNTY JAIL, THE REPORT ITSELF. LAST BUT NOT LEAST THE 20 MIN TRIP TO THE COUNTY JAIL AND THE 20 MIN TRIP BACK TO THE CITY. HOW CAN WE CRACK DOWN ON THE DRUG PROBLEM? MY SUGGESTION IS THAT WE NEED TO CRACK DOWN ON THE LANDLORDS THAT JUST DON'T CARE. ALMOST EVERY DRUG HOUSE IN EAST LIVERPOOL IS A RENTAL. I KNOW THAT THERE ARE GOOD LAND LORDS OUT HERE ALSO BUT THEY ARE FEW AND FAR BETWEEN. I UNDERSTAND THAT SOME LANDLORDS COMPLAIN ABOUT THERE RESOURCES AND THE EVICTION PROCESS NOT WORKING IN FAVOR OF THE LANDLORDS. THAT IS THE BUSINESS THEY CHOSE! CERTAIN LANDLORDS CLAIM THAT THEY DON'T KNOW OR REALIZE ABOUT THE ACTIVITY GOING ON AT THEIR RENTAL PROPERTY. READ THE PAPER! THE POLICE REPORTS ARE IN THERE EVERYDAY, IT MIGHT NOT MENTION THE ADDRESS ITSELF BUT IT WILL LIST NAMES. THEY KNOW WHO THEY RENTED THE PROPERTY TO. NEIGHBORS SHOULD KNOW THAT IF THEY NOTICE THIS KIND OF ACTIVITY THEY SHOULD CONTACT THE PLANNING DEPARTMENT ALONG WITH THE POLICE DEPARTMENT. THE PLANNING DEPARTMENT HAS NAMES AND NUMBERS OF THE LANDLORDS. LANDLORDS MIGHT GET MORE INVOLVED IF THEY RECEIVED HUNDREDS OF COMPLAINTS FROM THE NEIGHBORHOOD ABOUT THEIR RENTAL PROPERTY. I KNOW THAT NEIGHBORS KNOW WHEN THEY HAVE A DRUG HOUSE IN THE NEIGHBORHOOD BECAUSE THEY CALL THE POLICE.

Grow up. It's not against the law to be a landlord. Just do your jobs.

Why not eliminate departments in the city that perform services that can be obtained elsewhere for less money (health, incinerator) and that would give you more money for police?
It's something some council members have said in the past but never happened.
Maybe it's time to realize the city can no longer afford such luxuries and needs police and fire more.

Watch what you wish for! The FIRE LEVY coming up soon it may not pass. I really hope it does and I will do whatever I can to campaign for it, to pass. I know allot of people sayEast Liverpool should not be in the garbage businesses. I respect their opinions. I would like to see a police levy put on the Nov ballot, first let’s sit down with the chief and see what it would take to get more man power to him. The problem in the past with the levy idea was, if it passed, the city would cut the Police budget and the levy would equal the cut. I think we should try a levy and leave the Police budget alone if it does pass. Remember this is my opinion and not that of my fellow councilman

No one in their right mind in this failing national economy and high gas prices is going to vote for anymore levies on Property Tax. Raised the Income Tax.

The state auditor has told the city that's the way it's supposed to be: you pass a levy and then use THAT money to run the department, not general fund money. That's why money is cut to police and fire budgets when a levy is passed for those depts.

The problem is that Sherri Curtis and the bunch make it appear that it will in fact help the Police or Fire Dept budget. They mislead the public into thinking it will be an increase do their budgets.

First to me....I would like to see some kind of proof of that.
Second of all the levy for fire and police have to be a marketing effort to get them passed. With the fire men and police behind them. The city government must make solid promises to where if broken they will be held accountable. And it is not going to be a huge problem it will continue to be a huge problem he has had to deal with. And it is amazing what they have still been able to do.
This will be a tough time to get anything passed but adding to the capital improvment fund is not a good idea!
